Our Galaxy's "Big Ears": Milky Way's Large Companion Galaxies Stand Out

News | Space

The Milky Way seems to have too few galactic hangers-on, except when it comes to the big ones. What gives?

Our Milky Way is just one of many billions of galaxies that dot the cosmos?an ordinary spiral in a universe filled with them. The unspecialness of our corner of space, an idea known as the Copernican principle, is a cornerstone of modern cosmology. But it doesn't mean that the Milky Way has to be totally average in every respect.

Among the more than 20 satellite galaxies that hover around the Milky Way in a kind of galactic entourage are two large satellites known as the Large and Small Magellanic Clouds. Stargazers and navigators have known about them since before the age the telescope. Yet today's astrophysicists have had a hard time explaining how they got there. Computer simulations of galaxy formation and evolution tend not to produce bright satellite galaxies akin to the two Magellanic Clouds. So researchers had to ask: Are the simulations flawed?perhaps in the way that they account for the all-important role of the mysterious dark matter?or is the Milky Way just a bit of an oddball?

With help from new supercomputer simulations and from a universe-mapping telescope project called the Sloan Digital Sky Survey, the matter now seems to have been settled.

Sloan survey says? Oddball.

In a state-of-the-art affirmation of the earlier models, the latest round of supercomputer simulations again showed that a Milky Way?size galaxy should rarely gather satellites the size of the Magellanic Clouds. And telescopic observations of thousands of real-life galaxies and their satellites have confirmed that theoretical prediction.

"It's really that the Milky Way is sort of unique," says Michael Busha, an astrophysicist currently based at the University of Zurich in Switzerland. Busha is lead author of a study in the December 20 Astrophysical Journal that compared the results of a new computer simulation, named Bolshoi, to actual galaxy observations from Sloan. In both simulation and observation, the majority of Milky Way?like galaxies have no companions as hefty as the Magellanic Clouds. A handful of galaxies have one such satellite, and very few?roughly 5 to 10 percent?match the Milky Way's count of two large satellite galaxies.

"It's a little odd, but it's not really odd," Busha says of our home galaxy, likening the Magellanic Clouds to an oversize feature on a human face. "One of my colleagues calls them 'the big ears of the Milky Way,'" he says. "You look like a normal person, you don't look strange, you just happen to have large ears."

The discrepancy between how the Milky Way looks and how theory said it ought to look "has been nagging some of us for a number of years," says cosmologist James Bullock of the University of California, Irvine. "I wouldn't go so far as to say I was losing sleep, but maybe tossing and turning some." Bullock and his co-authors recently used a different simulation, called Millennium-II, and a different set of Sloan galaxies to come to a similar conclusion. "Our galaxy is apparently a little unusual?about as unusual as theory predicted," he says. "This is good news. There are some remaining puzzles, but at least this one seems under control."

What may not be under control is a very different disparity between theory and observation of the Milky Way's companion galaxies at the smaller end of the size spectrum. In what is known as the "missing satellite problem," galaxy simulations tend to produce more small, faint satellite galaxies than astronomers actually see near the outskirts of the Milky Way. Many possible explanations have been suggested?perhaps astronomers simply have not yet found all of the Milky Way's satellites, or perhaps small galaxies do not develop as readily as assumed.

?Mr. High School Sports? ? PIHL Rink Report: Player Of The Month Updates? And More

PIHL logo

By Matt Popchock

(mpopchock@kdka.com)

It didn?t happen exactly as we planned (the traditional press release from the league was conspicuously absent), but in any event, Brett Berner, Tanner Gilland, Conlan Sodrosky, and Justin Sabilla were honored as the PIHL Players of the Month for November while the Penguins were beating the Blackhawks.

So what have the honorees done for us lately?

Berner, a freshman forward, is already an assistant captain for North Hills. That program has struggled for years, even to the point of temporarily folding its varsity team last season, so the Indians will take whatever talent they can get. He opened his first varsity campaign with two goals and four assists in his first five games, but Berner cooled off a bit in December with two goals and one helper. Still, he?s averaging a point per game, and any freshman will take that in a heartbeat.

Gilliland has been the lone bright spot on a Butler squad that is still looking for its first win after nine games. The Golden Tornado has managed only 15 goals, and he has accounted for nine. He bested his four goals in November with five in December, and he continued his strong start with six points in December, which is one more than he had the previous month.

It?s awfully fitting Sabilla, Chartiers Valley?s senior captain, won this award after winning it in November 2010. He was a driving force behind that team?s turnaround, and the scoring pace he?s on right now is just sick. Sabilla has 25 goals and 36 points in his first nine games. He scored ten of those goals in December, including his fourth short-handed tally of the season, and he?s posted four multiple-goal games in a row. With only five teams over .500 through the holiday break, you could argue Class AA is down this season, but that should not diminish what Sabilla has accomplished thus far. He seems to be as good a captain as there is in the league.

Sodrosky was not present at CONSOL Energy Center Dec. 20, but he had a reasonable excuse; he was trying to help keep upstart Penn-Trafford unbeaten. Unfortunately, his two goals and one assist weren?t enough to keep North Allegheny from snapping the Warriors? ten-game winning streak with a 7-5 victory at BladeRunners Warrendale. But after coming out of nowhere to lead Class AAA in scoring with 31 points, Sodrosky hasn?t taken his foot off the gas, contributing seven goals and 16 points in five December games. He had multiple points in all five.

###

With that win over the Warriors, North Allegheny (7-2-1) owns the second-longest active winning streak in Class AAA at five games, and it might be time to pencil the Tigers onto the ?contenders? list.

We?re going to learn a lot about them in January. They open the second half of their season by hosting Mount Lebanon with an opportunity to gain a share of first place from the Blue Devils (8-2-1) in Section 2, and they have rematches with Peters Township and undefeated Canon-McMillan. But the difference between this N.A. team and others is the firepower and the balance up front that complements the defense.

Head coach Jim Black is known for preaching responsible own-zone play. It?s what helped the Tigers win their only Penguins and Pennsylvania Cups back in 2006-07, his first season on the job. But when I talked to him after the Penn-Trafford game, he said in the off-season he examined the possibility he needed to focus his own energies on teaching offense more often.

It?s a little different approach by North Allegheny, and so far, it has paid off. The Tigers are averaging over four goals per game, and fourteen different players have scored a goal for N.A. entering the new calendar year. They own a tie with Peters, which is expected to contend this year, and lopsided wins over Upper St. Clair and Norwin?another surprise team in Class AAA.

Meanwhile, Matthew Goda has been in goal for each of N.A.?s wins, even though his GAA of 2.78 and save percentage of .867 are both modest. But thanks to his defensemen, he doesn?t face a ton of quality shots, so if they can just keep doing what they?re doing, and if Goda picks up his own game, the Tigers will like where they end up at the end of the season.

###

By the way, while I?m thinking of these things, who should be the PIHL Players of the Month for December? I?ve got a few ideas?

*Dan Merz has helped Norwin keep pace with Penn-Trafford in Class AAA Section 4 with a five-game goal streak. Two of those goals came shorthanded, and the Knights went 4-0-1 in those five games.

*Jon Levitt scored twice for West Allegheny in a huge 4-2 win over Chartiers Valley to close out its first half. He posted ten goals in four December games, and ranks second in Class AA with 16 goals, and third in points with 26. The Indians lead Section 1.

*Kevin Kenny has played well enough at both ends to put Quaker Valley back on the radar in Class A. The tall forward carries a six-game goal streak into the second half of the season, and he racked up seven goals and 14 points in four December outings. Kenny has a power play goal in five straight games, and QV has won six in a row.

*Let?s give some love to the Open Class too, shall we? Isaac Fitzpatrick played an instrumental role in John Marshall?s title run last season, and he?s picked up right where he left off for the Open Cup champs this season. Fitzpatrick leads the Monarchs with 41 points, ranking second in the classification, and he amassed 11 goals, 16 points in five December games. Five of those goals came on special teams.

Wendy's goes gourmet in Japan

By Sean O'Neill, Budget Travel

Today, fast-food chain Wendy's, known for its cheap staples of meat bombs, unveiled the Foie Gras Rossini Burger at its new restaurant in Tokyo.?The price is 1280 yen, or nearly $17 at today's exchange rates.

Other surprises in the new "Japan Premium" line-up of burgers include the Avocado Wasabi Burger, the Chili Burger, and the Truffle and Porcini Grilled Chicken Sandwich.

No other Wendy's in the world has foie gras, the liver of a specially fattened goose or duck. The burgers bulge and glisten with oil like sumo wrestlers.

The fancy burgers are sold at a gleaming new store in the Ometsando district of Japan's capital, famed for its fashion shops. The location is a bit away from the main drag though; find it on a map, here.

The store is Wendy's first of 100 planned locations for the country, according to the Wall Street Journal.

The fast-food empire bowed out of Japan a couple of years ago due to falling profits, reports AFP.

The new menu items can be seen on the Japanese website for Wendy's. There's no Baconator Double on it, sadly.

New year brings new risks for California politicians

Ask most people what's significant about Dec. 30 and you may get a puzzled look. But politics junkies know that's the official start of California's next election season.

It opens on a markedly altered stage, set with a new primary system and different voting districts. Lingering uncertainties about some of those districts, thanks to a federal lawsuit and a possible state referendum aimed at overturning them, are adding to the drama.

Not since term limits for state offices took effect in the mid-1990s have California politicians faced such risks to their careers.

"There are more wild cards in the 2012 elections than we've seen" in nearly two decades, said Thad Kousser, a UC San Diego political scientist.

Friday is the first day candidates for legislative and congressional races can take out papers to run. But given the new wrinkles in the state election system, hundreds of candidates started raising money and campaigning months ago, some even before the redistricting commission finished the new political maps.

"There's been a lot of work done [by candidates] trying to strategically position themselves into a district," said consultant Paul Mitchell, who advises politicians on redistricting. To some, early announcements seemed "like a big advantage."

But there are still opportunities for those who hadn't made up their minds so soon, he added: "We still see some people running around looking for districts, and we still have some retirements and [contest] shifts to go."

Those who wish to collect nomination signatures rather than pay a filing fee to get on the June primary ballot have until Feb. 23 to do so. After that, the filing period ends March 9 for most races.

In the new "top-two" primary, the first- and second-place finishers, regardless of political party, will go head to head in November. Candidates may state on the ballot that they belong to a state-recognized political party or that they have "no party preference."

That change and the new voting districts, drawn for the first time by a citizens group instead of by lawmakers protecting incumbents, were promoted as ways to help end partisan gridlock. The combination, proponents said, would lead to more competitive races, produce more moderate officeholders and reduce the extremism that has bedeviled Sacramento and Washington.

But voters, who approved both new systems, may be disappointed if they expect significantly more competition between the main parties, experts say. That's partly because Democrats account for nearly half of the voters in California, and there are too few Republicans to compete in many areas.

Another factor is what Mitchell calls "residential sorting." Like-minded voters tend to live in the same areas. Liberal Democrats cluster in urban centers, and conservative Republicans tend to dominate in more rural areas.

Still, it wouldn't take many more swing districts to change the dynamic in Sacramento, said Dan Schnur, director of the Jesse M. Unruh Institute of Politics at USC and a former Republican advisor.

Even a dozen or so competitive districts in the 120-member Legislature "can create some common ground that makes it easier for the two parties to work together," Schnur said.

He and other politics experts agreed that the unknown factors in the new election environment will help keep officeholders and candidates on their toes.

"The combination of redistricting and the open primary is going to produce unpredictability, and politicians faced with unpredictability tend to be nervous politicians," Schnur said. "And nervous politicians tend to be responsive politicians.

"Regardless of how either of these reforms works out in the long run, large numbers of candidates are likely to spend more time listening to voters than they have in the past.... And that's a good thing."

Yemen: President Saleh to visit US

Yemeni President Ali Abdullah Saleh is planning a trip to the United States, according to a party spokesman, CNN reported.

Saleh's statement comes hours after his forces killed nine people who were protesting killings during Saleh's regime, the Guardian reported.

Saleh, who agreed to step down last month in a deal brokered by Gulf states who feared that civil war in Yemen will affect them, has yet to give a specific date and has promised that he will continue to play a political role in Yemen's future.

However, Saleh maintains that he has no desire to stay in power.

"I wil go to the United States. Not for treatment, because I'm fine, but to get away from attention, cameras, and allow the unity goernment to prepare properly for elections," said Saleh's spokesman, the Guardian reported.

More from GlobalPost: Yemeni troops attack protesters

"I'l be there for several days, but I'll return because I won't leave my people and comrades who have been steadfast for 11 months," he said.

According to CNN, though Saleh may be seeking medical treatment in the US, no visa has been issued, a State Department official said.

Protesters in Yemen have denounced the deal that Saleh signed last month, which gives him immunity from prosecution in exchange for him stepping down. Youth demonstrators in Yemen, however, are bitter about the plan, which was crafted by the Gulf Cooperation council, and demand that Saleh face trial.

Francis Marion baseball gets preseason #1 ranking

Read?more: College Baseball, Francis Marion, Division II, Rankings, National Polls, Art Inabinent, College, NCAA Baseball

From Francis Marion Sports Information:

Santa delivers early ? FMU Baseball ranked #1 in pre-season poll
?
FLORENCE, S.C. ? On the heels of a season that saw the Francis Marion University baseball team equal the school record for wins and capture the Peach Belt Conference regular-season championship, the Patriots learned on Thursday (Dec. 22) that they are ranked first in the 2012 College Baseball Lineup preseason NCAA Division II Top 30 poll.? Also released on Thursday, FMU is ranked second in the 2012 Collegiate Baseball Newspaper preseason Top 40 poll.
The No. 1 ranking is a first for the Patriot program.? Prior to Thursday, the highest Francis Marion had ever been ranked was second in the Collegiate Baseball Newspaper poll on March 1, 2010.
The baseball program becomes the fourth FMU sport to ascend to the No. 1 position in a national poll, joining the men?s soccer program in 2000 and the women?s basketball and softball squads during the 1980?s.
Francis Marion ended the 2011 campaign with a 41-16 record and received its third consecutive NCAA Tournament bid, reaching the regional title game for the second year in a row.???
Head coach Art Inabinet welcomes back 15 letterwinners, including six position starters and six members of the pitching staff.? Among the returnees are the Peach Belt Conference Pitcher of the Year, Freshman of the Year, and Co-Player of the Year.
?This ranking is nice recognition for the accomplishments of our players, coaches, and staff,? Inabinet said. ?It shines positively on our university. All that being said, it is nice to be ranked No. 1 at the beginning of the season, but our goal is to finish the season in the top spot.?
Seven opponents on the Patriots? 2012 schedule are nationally ranked to start the season according to the two polls.? In addition, the Patriots will meet second-ranked and two-time defending Division I national champion University of South Carolina on April 11.
FMU opens its 2012 season on Feb. 4 with a home contest against Limestone College.
The defending Division II national champion, University of West Florida (52-9), sits atop the Collegiate Baseball Newspaper poll, only 32 points ahead of Francis Marion.

CAD for RNA

Thursday, December 22, 2011

The computer assisted design (CAD) tools that made it possible to fabricate integrated circuits with millions of transistors may soon be coming to the biological sciences. Researchers at the U.S. Department of Energy (DOE)'s Joint BioEnergy Institute (JBEI) have developed CAD-type models and simulations for RNA molecules that make it possible to engineer biological components or "RNA devices" for controlling genetic expression in microbes. This holds enormous potential for microbial-based sustainable production of advanced biofuels, biodegradable plastics, therapeutic drugs and a host of other goods now derived from petrochemicals.

"Because biological systems exhibit functional complexity at multiple scales, a big question has been whether effective design tools can be created to increase the sizes and complexities of the microbial systems we engineer to meet specific needs," says Jay Keasling, director of JBEI and a world authority on synthetic biology and metabolic engineering. "Our work establishes a foundation for developing CAD platforms to engineer complex RNA-based control systems that can process cellular information and program the expression of very large numbers of genes. Perhaps even more importantly, we have provided a framework for studying RNA functions and demonstrated the potential of using biochemical and biophysical modeling to develop rigorous design-driven engineering strategies for biology."

Keasling, who also holds appointments with the Lawrence Berkeley National Laboratory (Berkeley Lab) and the University of California (UC) Berkley, is the corresponding author of a paper in the journal Science that describes this work. The paper is titled "Model-driven engineering of RNA devices to quantitatively-program gene expression." Other co-authors are James Carothers, Jonathan Goler and Darmawi Juminaga.

Synthetic biology is an emerging scientific field in which novel biological devices, such as molecules, genetic circuits or cells, are designed and constructed, or existing biological systems, such as microbes, are re-designed and engineered. A major goal is to produce valuable chemical products from simple, inexpensive and renewable starting materials in a sustainable manner. As with other engineering disciplines, CAD tools for simulating and designing global functions based upon local component behaviors are essential for constructing complex biological devices and systems. However, until this work, CAD-type models and simulation tools for biology have been very limited.

"Identifying the relevant design parameters and defining the domains over which expected component behaviors are exerted have been key steps in the development of CAD tools for other engineering disciplines," says Carothers, a bioengineer and lead author of the Science paper who is a member of Keasling's research groups with both JBEI and the California Institute for Quantitative Biosciences. "We've applied generalizable engineering strategies for managing functional complexity to develop CAD-type simulation and modeling tools for designing RNA-based genetic control systems. Ultimately we'd like to develop CAD platforms for synthetic biology that rival the tools found in more established engineering disciplines, and we see this work as an important technical and conceptual step in that direction."

Keasling, Carothers and their co-authors focused their design-driven approach on RNA sequences that can fold into complicated three dimensional shapes, called ribozymes and aptazymes. Like proteins, ribozymes and aptazymes can bind metabolites, catalyze reactions and act to control gene expression in bacteria, yeast and mammalian cells. Using mechanistic models of biochemical function and kinetic biophysical simulations of RNA folding, ribozyme and aptazyme devices with quantitatively predictable functions were assembled from components that were characterized in vitro, in vivo and in silico. The models and design strategy were then verified by constructing 28 genetic expression devices for the Escherichia coli bacterium. When tested, these devices showed excellent agreement ? 94-percent correlation - between predicted and measured gene expression levels.

"We needed to formulate models that would be sophisticated enough to capture the details required for simulating system functions, but simple enough to be framed in terms of measurable and tunable component characteristics or design variables," Carothers says. "We think of design variables as the parts of the system that can be predictably modified, in the same way that a chemical engineer might tune the operation of a chemical plant by turning knobs that control fluid flow through valves. In our case, knob-turns are represented by specific kinetic terms for RNA folding and ribozyme catalysis, and our models are needed to tell us how a combination of these knob-turns will affect overall system function."

JBEI researchers are now using their RNA CAD-type models and simulations as well as the ribozyme and aptazyme devices they constructed to help them engineer metabolic pathways that will increase microbial fuel production. JBEI is one of three DOE Bioenergy Research Centers established by DOE's Office of Science to advance the technology for the commercial production of clean, green and renewable biofuels. A key to JBEI's success will be the engineering of microbes that can digest lignocellulosic biomass and synthesize from the sugars transportation fuels that can replace gasoline, diesel and jet fuels in today's engines.

"In addition to advanced biofuels, we're also looking into engineering microbes to produce chemicals from renewable feedstocks that are difficult to produce cheaply and in high yield using traditional organic chemistry technology," Carothers says.

While the RNA models and simulations developed at JBEI to date fall short of being a full-fledged RNA CAD platform, Keasling, Carothers and their coauthors are moving towards that goal.

"We are also actively trying to make our models and simulations more accessible to researchers who may not want to become RNA control system experts but would nonetheless like to use our approach and RNA devices in their own work," Carothers says.

While the work at JBEI focused on E. coli and the microbial production of advanced biofuels, the authors of the Science paper believe that their concepts could also be used for programming function into mammalian systems and cells.

"We recently initiated a research project to investigate how we can use our approach to engineer RNA-based genetic control systems that will increase the safety and efficacy of regenerative medicine therapies that use cultured stem cells to treat diseases such as diabetes and Parkinson's," Carothers says.

Va. poll: Gingrich edges out Romney (Politico)

Former House Speaker Newt Gingrich has surged ahead of former Massachusetts governor Mitt Romney in Virginia, a new survey shows.

Gingrich has a 30 percent to 25 percent lead over Romney, but both are well above the rest of the pack, none of whom holds more than 9 percent support, according to a Quinnipiac University poll. In October, Gingrich was sitting at just 7 percent, compared to Romney?s 21 percent.

In a head-to-head matchup, Gingrich widens his lead against Romney, 47 percent to 39 percent.

However, Romney matches up more favorably against President Barack Obama, beating the incumbent 44 percent to 42 percent. Obama would beat Gingrich 46-41 percent, the poll shows.

?Speaker Newt Gingrich jumps into the lead among Virginia Republicans, but Gov. Mitt Romney?s calling card is still that he seems to have a better chance of actually winning the White House if nominated,? said Peter A. Brown, assistant director of the Quinnipiac University Polling Institute.

A majority of Virginia voters disapprove of the President?s job performance, with 51 percent indicating disapproval and 42 percent indicating approval.

Meanwhile, the Virginia Senate race - featuring two former governors - remains incredibly tight, with Republican George Allen at 44 percent and Democrat Tim Kaine at 42 percent.

Conducted from Dec. 13 to 19, Quinnipiac University polled 1,135 voters for a poll that had a margin of error of plus or minus 2.9 percentage points.

Occupy activists stake camp at Obama office (AP)

DES MOINES, Iowa ? Occupy Des Moines activists on Saturday vowed to shut down President Barack Obama's campaign offices and set up a camp outside they plan to maintain around the clock.

"We have every intention to keep this place closed down until we are satisfied," said Frank Cordaro, an activist and founder of the Catholic Worker group in Des Moines.

A handful of activists went to Obama's nondescript office in a downtown strip mall after larger rallies to mark the three-month anniversary of the Occupy Wall Street movement in New York. They had hoped to read a statement demanding Obama cut military spending by half and "dismantle our U.S. military empire ... so we can create jobs, balance the budget, meet our peoples' needs here and help the human community to heal our dying planet."

When they arrived, they found the doors locked.

"You wouldn't even have known this was a campaign office," said Julie Brown, an activist who recently moved to Des Moines.

To highlight its tenets, the protesters put up a hand-written sign on cardboard: "Obama's Former Headquarters."

Brown backed Obama four years ago ? "he was the lesser of two evils," she said ? but has since soured on the whole political system.

"We need a real leader who will put this country back to work," she said.

That anti-establishment flavor runs through the growing Occupy movement that has sprouted up across the country.

"This is not a Republican or a Democratic issue. This is about the whole system being against us. The corporate elites own all of the politicians and they set the agenda," Cordaro said. "What we are doing here is trying to win back our bought-and-sold political empire. We need to dismantle it because there is no difference between George Bush and Obama."

Obama campaign spokesman Ben LaBolt declined to comment.

Time Warner Cable shows Android some love with My TWC app and TWC TV for phones

We're still waiting for Time Warner to bring its live TV streaming to Android, but the platform is enjoying some exclusive support today with two new apps. The first is the My TWC account management app which lets subscribers view their services, pay bills, adjust call forwarding and, soon, tap into their voicemail remotely. The other one is a new version of its TWC TV app, reformatted to work on phones even while the TWCable TV app on iOS is still a tablet only affair. iPhone and Android owners alike shouldn't have to wait long for their relief however, as the iPhone edition is slated to arrive in January, and ICS-enabled live TV streaming is still on the roadmap for "early next year." Hit up the corporate blog for the full feature lists and breakdowns, or just head over to the Android Market to install either free app.

Obama signs stopgap measure, awaits spending bill (AP)

WASHINGTON ? President Barack Obama has signed a 24-hour stopgap spending measure to keep the government operating as he awaits Senate action on a $1 trillion spending bill.

The House passed the measure Friday following bipartisan negotiations. The bill was expected to clear the Senate on Saturday.

The spending bill was one of the final pieces of legislation before Congress, requiring last-minute deal making to avoid a government shutdown.

The measure pays for day-to-day operations of 10 Cabinet departments. The bill trims most domestic agencies and awards the Pentagon the smallest budget hike in recent memory.

THIS IS A BREAKING NEWS UPDATE. Check back soon for further information. AP's earlier story is below.

The White House says Senate deal to extend a Social Security tax cut and unemployment benefits for two months meets President Barack Obama's goal of avoiding a tax increase in the new year.

White House Communications Director Dan Pfeiffer calls the deal a significant victory.

Obama had wanted a full-year extension of the tax cut. He had also sought a Social Security tax cut for businesses that Congress did not grant. The deal also means Obama will have to decide within 60 days whether to grant a permit for Canada-to-Texas oil pipeline, a decision he had wanted to put off until after next year's elections.

Pfeiffer says that failing to extend the tax cut would have hurt the economic recovery and job growth.

THIS IS A BREAKING NEWS UPDATE. Check back soon for further information. AP's earlier story is below.

The Obama administration says it is willing to accept a tentative Senate deal to extend a Social Security tax cut and unemployment benefits, even though the extension is only for two months.

A senior administration official also says that a provision requiring a swift decision on a Canada-to-Texas pipeline would almost certainly result in President Barack Obama denying the permit for the project.

The official was not authorized to speak publicly about the deal.

The official says Obama's top priority was avoiding a tax increase on 160 million workers when the payroll tax cut was scheduled to expire at the end of this year. The official said the deal met that test.

Survey: 1 in 4 women attacked by intimate partner (AP)

ATLANTA ? It's a startling number: 1 in 4 women surveyed by the government say they were violently attacked by their husbands or boyfriends.

Experts in domestic violence don't find it too surprising, although some aspects of the survey may have led to higher numbers than are sometimes reported.

Even so, a government official who oversaw the research called the results "astounding."

"It's the first time we've had this kind of estimate" on the prevalence of intimate partner violence, said Linda Degutis of the Centers for Disease Control and Prevention.

The survey, released by the CDC Wednesday, marks the beginning of a new annual project to look at how many women say they've been abused.

One expert called the new report's estimate on rape and attempted rape "extremely high" ? with 1 in 5 women saying they were victims. About half of those cases involved intimate partners. No documentation was sought to verify the women's claims, which were made anonymously.

But advocates say the new rape numbers are plausible.

"It's a major problem that often is underestimated and overlooked," said Linda James, director of health for Futures Without Violence, a San Francisco-based organization that advocates against domestic abuse.

The CDC report is based on a randomized telephone survey of about 9,000 women and 7,400 men.

Among the findings:

? As many as 29 million women say they have suffered severe and frightening physical violence from a boyfriend, spouse or other intimate partner. That includes being choked, beaten, stabbed, shot, punched, slammed against something or hurt by hair-pulling.

? That number grows to 36 million if slapping, pushing and shoving are counted.

? Almost half of the women who reported rape or attempted rape said it happened when they were 17 or younger.

_As many as 1 in 3 women have experienced rape, physical violence or stalking by an intimate partner in their lifetimes, compared to about 1 in 10 men.

_Both men and women who had been menaced or attacked in these ways reported more health problems. Female victims, in particular, had significantly higher rates of irritable bowel syndrome, asthma, frequent headaches and difficulty sleeping.

_Certain states seemed to have higher reports of sexual violence than others. Alaska, Oregon and Nevada were among the highest in rapes and attempted rapes of women, and Virginia and Tennessee were among the lowest.

Several of the CDC numbers are higher than those of other sources. For example, the CDC study suggests that 1.3 million women have suffered rape, attempted rape or had sex forced on them in the previous year. That statistic is more than seven times greater than what was reported by a Department of Justice household survey conducted last year.

The CDC rape numbers seem "extremely high," but there may be several reasons for the differences, including how the surveys were done, who chose to participate and how "rape" and other types of assault were defined or interpreted, said Shannan Catalano, a statistician with the Bureau of Justice Statistics.

"It is an evolving field, and everyone is striving to get a handle on what's the best estimate," Catalano said.

The CDC's numbers don't seem surprising to people who work with abused women.

"I think that the awareness is growing," said Kim Frndak, community educator for the Women's Rescue Center to End Domestic Violence, which operates a shelter on the outskirts of Atlanta.

"More and more people are really saying, `Oh, this is something that we need to pay attention to as well,' because it's your sister, it's your mother, it's your daughter, it's your son, it's your brother. Someone in your own circle is being affected by domestic violence, and the effects can be devastating," she said.

Morgan Stanley settles with MBIA over mortgages (AP)

NEW YORK ? Morgan Stanley said Tuesday that it has reached a settlement with insurance company MBIA Inc. over disputes involving mortgage-backed investments.

It's the latest sign that banks are working hard to clean up their balance sheets by getting rid of lawsuits involving poor-quality investments like mortgage backed securities that lost value after the housing bust.

The agreement includes a cash payment of $1.1 billion from MBIA to Morgan Stanley, according to a person familiar with the settlement. The person was not authorized to speak publicly about the payment. The two companies did not publicly disclose the amount of the payment.

Both sides have withdrawn lawsuits against each other as part of the agreement.

Morgan Stanley had bought insurance protection from MBIA on commercial mortgage-backed securities it owns. After the settlement, the New York investment bank is writing down the value of the entire investment, which will result in a $1.8 billion pre-tax charge to its fourth quarter earnings.

The settlement is the result of lawsuits MBIA filed against several banks. The company said it was misled about the quality of home and commercial property loans that were written prior to the financial crisis.

MBIA provided insurance and sold guarantees on the bonds that were based on those faulty real estate loans. When the market for homes and commercial property went bust, defaults spiked, leaving MBIA on the hook for large claims that threatened to put the company out of business.

In 2009, MBIA said it would separate its relatively safe municipal bond insurance business from the more complex mortgage-backed securities insurance business. Morgan Stanley and 17 other banks sued MBIA to challenge its restructuring plan. The banks said the bond insurer's mortgage insurance division would be unable to pay the banks on the insurance they bought.

Morgan Stanley says the settlement significantly cut its risky assets and helped increase a key capital measure, helping the bank better comply with new international regulatory standards.

Morgan Stanley's stock dropped 21 cents, or 1.4 percent, to close at $15.17. MBIA shares added 8 cents to $11.48.

MBIA has settled disputes with other banks this year. Last month it reached a deal with HSBC Holdings. The New York State Financial Services Department, which regulates the insurer, says it is working closely with the remaining financial firms to reach resolutions.

Bus/Tram Combo Charges Battery As It Picks Up Passengers

AutoTramGerman researchers are testing a unique form of public transportation that borrows the best from busses, electric cars, trains and trams without contributing emissions. The vehicle, named AutoTram, is fully electric, but instead of running on a single charge, it charges when it stops, gaining enough power in 30 seconds to move another mile. The project comes from the Fraunhofer Institute for Transportation and Infrastructure Systems IVI in Dresden and aims to offer the convenience, routing flexibility and affordability of a bus, minus the noise and exhaust. It also addresses the problem of lengthy battery charging cycles. While most cars are only in use for a few hours per day, public transportation vehicles can be in action around the clock, offering nearly no battery charging opportunities.
